The Civilizational Range Scale: How Far Can Humanity Expand?

When we imagine the future of humanity, one question always appears:

How far can a civilization go?

Could humans remain limited to Earth forever, or could we one day spread across the Solar System and even the galaxy?

Scientists and futurists have created different ways to imagine the growth of civilizations. The most famous example is the Kardashev Scale, which measures civilizations based on the amount of energy they can control.

But energy is not the only way to measure progress.

A civilization might become advanced not only by using enormous amounts of energy, but also by expanding its presence across space.

This is where Robert Zubrin’s Civilizational Range Scale comes in.

In his book Entering Space, aerospace engineer and space advocate Robert Zubrin proposed an alternative way of looking at civilization development. Instead of focusing mainly on energy consumption, Zubrin focused on something different:

How much of the universe has a civilization explored, settled, and mastered?

A Different Perspective on Civilization

The original Kardashev Scale divides civilizations into three main categories:

  • Type I — Planetary civilization
  • Type II — Stellar civilization
  • Type III — Galactic civilization

Zubrin’s idea looks similar at first, but the meaning behind each level is different.

For Kardashev, the question is:

"How much energy can you use?"

For Zubrin, the question is:

"How far have you expanded?"

A civilization advances by moving from mastering a planet, to mastering a star system, and finally spreading throughout an entire galaxy.

Zubrin also divided each stage into immature and mature civilizations, showing that reaching each level would be a gradual process.

Immature Type I: The Birth of a Technological Species

The earliest stage of Zubrin’s scale represents a civilization that is just beginning to use technology to overcome the challenges of its environment.

According to Zubrin, humans tens of thousands of years ago would fit into this category.

Early Homo sapiens lived in Africa, but eventually some groups began moving into unknown territories. They crossed deserts, mountains, and oceans, entering environments filled with new dangers.

They faced:

  • Extreme climates
  • Large predators
  • Competition with other human species
  • Limited resources

To survive, humans developed better tools, weapons, shelters, and methods of cooperation.

These inventions marked the beginning of humanity’s transformation into a technological civilization.

In Zubrin’s view, technology is what separates humanity from simply being another animal species.

Mature Type I: A Planetary Civilization

A mature Type I civilization has achieved mastery over its own planet.

It is no longer limited to small groups or individual nations. Instead, it has become a truly global civilization capable of using all the resources available on its world.

Such a civilization would have advanced control over:

  • Solar energy
  • Wind energy
  • Hydroelectric power
  • Geothermal energy
  • Nuclear power
  • Nuclear fusion

It would also have a highly developed aerospace industry, allowing it to begin its journey beyond its home planet.

Where does humanity stand today?

We have spread across almost every part of Earth, built global communication networks, and developed advanced technology.

However, we still have not achieved full planetary mastery.

Problems such as conflicts, environmental damage, and inefficient resource use show that humanity is still somewhere between an immature and mature Type I civilization.

Immature Type II: Leaving Earth Behind

The next step is leaving the home planet.

An immature Type II civilization begins building permanent settlements beyond Earth.

For humanity, Zubrin believed the Moon would be the natural first step.

The Moon is close enough to Earth to support early space colonies while providing valuable experience in living away from our home planet.

After the Moon, the next major destination would be Mars.

Zubrin has long supported Mars exploration because it contains many resources needed for a future human settlement.

Mars has:

  • Water in the form of ice
  • Minerals
  • Carbon dioxide that can be used for oxygen and fuel production
  • A day length similar to Earth

A permanent Martian civilization would represent a major turning point in human history.

Mature Type II: Mastering the Solar System

A mature Type II civilization would no longer be limited to Earth and Mars.

It would have spread throughout the entire Solar System.

Humanity would have settlements and industries on:

  • The Moon
  • Mars
  • Asteroids
  • The moons of the outer planets
  • Other planetary bodies

At this stage, humans would not simply explore space.

We would actively use the resources of our entire star system.

Asteroid mining, space habitats, and large-scale energy systems could provide the materials needed for even greater expansion.

Humanity would officially become a true spacefaring civilization.

Immature Type III: Reaching Other Stars

The greatest challenge comes after mastering our Solar System.

The next step is travelling between stars.

An immature Type III civilization is capable of interstellar travel and beginning expansion into nearby star systems.

However, this is an enormous challenge.

The nearest star system, Alpha Centauri, is more than four light-years away.

Compared with travelling between planets, reaching another star requires completely different technologies.

Future civilizations may need:

  • Advanced propulsion systems
  • Generation ships
  • Artificial ecosystems
  • Extremely long-term planning

Although difficult, Zubrin believes interstellar travel is not impossible.

With enough technological advancement, humanity could eventually begin spreading beyond our Solar System.

Mature Type III: A Galactic Civilization

The final stage of Zubrin’s scale is a civilization that has expanded across its entire galaxy.

A mature Type III civilization would have colonies around countless stars throughout the Milky Way.

Such a civilization would have access to:

  • Billions of star systems
  • Enormous amounts of resources
  • Countless potential worlds for settlement

At this point, humanity would no longer be an Earth civilization.

We would be a galactic civilization.

Zubrin also suggests that a civilization at this level might eventually encounter other intelligent life, simply because the galaxy contains so many stars and planets.

Is Galactic Civilization the Final Stage?

Zubrin’s scale ends at Type III.

Unlike some other future civilization theories, he does not go beyond galaxy-level expansion.

But that does not necessarily mean Type III is the ultimate limit.

Future discoveries may reveal technologies that seem impossible today.

Concepts like manipulating spacetime, creating artificial worlds, or developing new forms of intelligence are currently beyond our understanding.

The future may be far stranger than we can imagine.

Humanity’s Long Journey Ahead

Robert Zubrin’s Civilizational Range Scale presents a different vision of humanity’s future.

Instead of measuring progress only by energy consumption, it asks us to think about exploration, settlement, and our place in the universe.

Right now, humanity has only taken the first small steps beyond Earth.

But the same curiosity that pushed humans out of Africa thousands of years ago may one day take us beyond our Solar System.

The universe is enormous.

The question is not only whether we can reach the stars.

The real question is:

Will humanity survive long enough to become a civilization among the stars?
